On the Solemn Session of the Croatian Parliament on 30 May 2008 celebrating the Parliaemnt Day, a new book by Željko Heimer titled »Grb i zastava Republike Hrvatske«, issued by publisher Leykam International from Zagreb, was promoted.
The ceremonial Session was attended by the MPs accompanied with the highest state officials, representatives of the executive and juridical branch, representatives of religious communities and diplomatic corps and other high guests. It begun with the national anthem and the taps for victims. The Speaker, Mr. Luka Bebić held the opening speech on the history and role of the Parliament.
Prof. Neven Budak, the editor, spoke of the book followed by Željko Heimer who briefly explained his motives and methods used in preparation of the book.
The Parliament showed a special honour to the publisher and the author with inclusion of the book promotion in this important event. It seems that this is the first book promotion in the Parliament ever.
In two hundred pages the book presents the contemporary coat of arms and the flag of Croatia, with a historical overview, an introduction into heraldry and vexillology, and for the first time, presents a precise technical construction sheets of the coat of arms and the flag, based on the available sources and modern international practice. This is followed with guidelines for proper coat of arms and flag use as well as a chapter on the use of flags on ships.
The basic rules for use of foreign flags in Croatia are given, as well as for the use of flags of national minorities, the flag and the sash of the President, and the basic principles of the coats of arms and the flags of communities, cities and counties. In the appendices the quotations from relevant historical and current legislation and a list of regulations regarding issues of coat of arms and flags in Croatia are given.
With the book there comes also a CD with vectorized drawings of the coat of arms and the flag in several formats and prepared for various printing methods with a brief manual.
